Product Stewardship Framework
Requires DEC to report annually on products that would be appropriately managed under product stewardship. Criteria for new programs include: toxic content; increase reuse or recycling; reduce costs to local government; successful programs in other states or countries; or if voluntary programs are not effective.
Batteries
Relates to recycling rechargeable batteries.
Carpet
Establishes a carpet stewardship program.
Compact Fluorescent Lamps
Ionization Smoke Detectors
Mercury Auto Switches
Requires manufacturers to remove and recover mercury switches from EOL vehicles; sets performance goals--50% capture in 2012, 70% in 2013 and thereafter.
Mercury Containing Lamps
Mercury Thermostats
Requires manufacturer take back of mercury containing thermostats, setting collection goal of 65% of out-of-service thermostats.
Requires manufacturer take back of mercury containing thermostats via
collection bins to wholesalers. Requires contractors to properly manage
out-of-service thermostats.
Paint
Requires manufacturers to establish a collection program for architectural paint.
Pharmaceuticals from Consumers
Requires manufacturers to establish collection programs for unused and expired drugs.
Pharmaceuticals from Health Care Facilities
Requires manufacturers to establish collection programs for unused and expired drugs generated by hospitals and residential health care facilities.
